I paypald Carter funds with terms that he would ship quickly the following day. He did. However the way he shipped the Hard Drive was horrendous and totally unacceptable. He threw in a bare drive with bare cds in a 8x6ish padded manila envelope. :(

After items arrived, I was rather upset. The 2nd was cracked which instantly shattered inside my CDRW. Contacted him via AIM and told him I have not tested the HD, and the cd came cracked. He promised to ship a copy of the 2nd cd from his 'backup'. 2 days later, I tested the hard drive. Upon formatting and installing XP, the drive makes a "clack-clucking" sound every 4-10 minutes.
This does not sound normal, especially from a drive which he said was a new working pull from a machine which his father gave him.

I contacted him again, and mentioned the HD problem. He started accusing me of "nit picking" & "it seems like you are looking for things to be wrong to cause problems with our deal."
I told him the drive sound and cracked cd was not me nitpicking, but a high possibility damaged from his improper packaging.

A couple of days later, Drive errors began. Obvious "clucking" sounds and the pc upon booting gave "drive reading error". Took about 4-5 restarts to get it to boot, and extremely slowish.

His take, "the drive is fine, was fine, and will be fine", his attitude presented no intention of resolution. I left it like that, I was almost getting caught in online fight and debate over my damaged goods. A day later, I took the drive out and threw it on the floor.

I made a post on Anandtech, "http://forums.anandtech.com/messageview.cfm?catid=45&threadid=1182449" with pictures on the HD/cd packaging. He now said I am a liar, and the cd in the picture are not the one he sent me, because they didnt say OEM or NFR. Another member clarified this by going to a local shop and looked at games bundled with hardware. Not all games necessarily say OEM or NFR.

It's been about a month now. The 2nd 'Backup' copy of the cd had NOT arrived. Keep in mind, he lives in PA and I in NJ. Mail delivery times between us is 1-2 days. He told me he shipped it one week. Waited about 11 days, nothing. Contacted him again, said he will mail USPS Priority. Another week flew by, nothing. Contacted him again and said he will ship a 3rd time, using UPS Ground with Track#.

On the 13th I asked for confirmation on shipping. He said he didn't do it. I asked if he has been lying on the first and second shipping. He openly admitted he lied about them. "yes I lied, at least I can admit it" he said. With him saying that, I will safely assume the 3rd shipping will never happen since he lied about the first and second shipping.

I've had not ask for no refund, except a copy of the working game which he promised. I know he had no intentions of refunding. And I am not about to engage in a battle for months, he himself said "what are you talking about, I shipped many HDs before like this without no problem"..Obviously if he did, no one posted a rating based on that horrible shipping.

I would not deal with carter again. I am giving a negative based on his unprofessional horrible packaging of a HD, lack of resolution, accusing me of nit picking, and openly calling me a liar, and ultimately for admitting he lied TWICE on shipping the backup CD. Also for calling Anandtech members "arrogant A**holes".
