P4 2.8ghz and an undelivered Thermalright XP94

On May 20, I see a post by sativaman84 on the AT forums for a P4 2.8 cpu. I contact him and we quickly agree on a price for the P4 and a Thermalright XP94 hsf. I send him payment and he says he'll ship the next day.
I don't hear from him and he doesn't reply to my pms. I browse the forums and I see that several other are having problems contacting him about unshipped items. Later, the AT mods intervene and he contacts me via e-mail on May 20 to let me know he has shipped the P4 and hsf to me and provides a tracking number.
I received the package on May 26 and the packing is horrible. The cpu is simply covered with a little bit of buublewrap with nothing to protect the cpu pins and put in a lightly padded (at best) envelope! Plus the hsf is not included. Fortunately, the cpu works fine but where's the XP94?
I receive a reply on June 1 and he says he'll ship out the hsf to me. Nothing arrives in the mail and no replies to my repeated e-mails so I call him on June 20. He claims the hsf was shipped and I ask for a tracking or delivery confirmation number. He says he did not receive my e-mails because his e-mail address has changed. He gives me his new address and I send an e-mail to him. No reply so I e-mail him again. No reply.
While browsing the AT forums, I see that he's selling stuff again. On July 4, I send him an e-mail and pm with an ultimatium to contact me or I will consider myself trolled. I never hear back from him until July 6 when I receive an e-mail from paypal that he has sent $20 for the hsf. He does not even taken the time to discuss a refund amount but at this point, I'm lucky to get even $20 back. As far as I'm concerned, this transaction is done and I'm not happy.
It has taken 47 days for sativaman84 to complete this transaction from the time I paid him. It's a shame because he had 45+ postive heat when we first talked. Lousy packaging and ignoring pms/e-mails is not a way to conduct business and I'm sorry that he takes his reputation so lightly. From this experience, I will not conduct business with sativaman84 again.
Response from sativaman84I had gotten the hsf out after the chip as claimed. During which time i'm in the process of moving. I get a phone call a few weeks later asking about it so I go office of old apts and apparently it's somehwere with fedex. So currently i'm disputing with fedex over a hsf and my refund of the money for it isn't sufficient.July 8, 2005
