    upgrd was the Seller on February 11, 2003 AnandTech

    We agreed on a deal and I paid via Paypal immediately, expecting prompt shipment.
    That was 1/11. I sent an email within the next few days to check on shipping status, no reply.
    - 1/20 I sent another email regarding shipping status,
    - 1/21 he replied back saying he had not shipped yet due to family issues. That was fine by me, an understandable delay.
    - 1/31 again I contacted him about the package, with no reply from him.
    - 2/4 I sent my first angry email regarding this issue, asking for better communication.
    - 2/5 He replied back saying it was shipped, but immediately offered a refund. Saying he was busy with work.
    - I accepted the offer of a refund via Paypal on 2/6.
    As of this writing 2/12 I have no refund and he has ignored PM's asking about the status if that refund.
    He is actively posting/selling (during this whole timeline) so I know he has made a decision to put off this issue.
    I do not think he is a troll but he has very poor communication/trading ethics. If I were to deal with him again it would be on a ship first basis only. Personally if I had another persons money for well over a month, and that person had not received what was due him. I would make every effort to properly communicate. If you have the time to post at the forums you can surly find the time to write a quick PM. If he did not have the cash to pay me back a simple PM would go a long way! That is why this is a Negative eval.
    The first I have given out in 200+ deals.

    Although it was years ago, he is correct. I was going through a rough period at work with alot of travelling and was unable to ship for periods of time. I have a new job and no longer need to travel as much.
