  Update: Buyer explained having personal matters and paid for the item. Glad all went well.
  
  
  I had to ship monitor before payment just to get a quote for packaging and shipping. It turned out ~$90 which I agreed to be responsible for half of the cost due to it being high. Despite that buyer requested that he would pay the amount when he receives and checks the monitor, it has been one week since and no reply or payment being sent. I even offered to include the paypal fees as part of the monitor selling price.
  
  Additionally, the buyer doesn't respond to PMs despite being able to reply almost daily before receiving the monitor. Last communication was that he received the monitor and is working as expected.
  
  I will update this evaluation if something new happens.
